One of the pathways to migrate to Canada is through the Provincial Nominee Program. The Manitoba Provincial Nominee Program (MPNP) is one of the most popular of Canada’s Provincial Nominee Programs. MPNP seeks recent graduates, skilled workers, businesspeople and their families with the intention and ability to successfully settle and economically establish in Manitoba as permanent residents. Through the MPNP, Manitoba nominates newcomers for permanent resident status in the prairie province.
About Manitoba Provincial Nominee Program
The MPNP has been undergoing a slow transition over the past several years. Many of the new pathways to provincial nomination will be structured within the currently existing International Skilled Worker stream. There are four streams under the revamped MPNP. The main one is the MPNP for Skilled Workers.
The MPNP for Skilled Workers is locally driven and based on the needs of Manitoba employers. Through the program, Manitoba selects internationally trained and experienced workers who have the skills needed in the local labour market, and nominate them to receive Canadian permanent resident visas to settle and work in Manitoba.
There are two streams:
- the Skilled Workers Overseas and
- Skilled Workers in Manitoba
Who Cannot Apply To MPNP
You are not eligible to submit an application to the MPNP, if you belong to any of the categories below:
- Refugee claimants, or individuals involved in a federal appeal or removal process
- Live-in Caregivers currently living in Canada
- Temporary foreign workers currently working and residing in a province other than Manitoba
- Spouses of Canadian citizens or permanent residents
- Individuals who have been refused by the MPNP within the last six months and who are not able to address the reason(s) for refusal
- Individuals who have an active immigration application with any other provincial immigration program in Canada
The MPNP Streams
There are four streams under the MPNP. The following sections will address these 4 streams.
1.0 Skilled Workers Overseas Stream
The MPNP for Skilled Workers Overseas nominates applicants who demonstrate an established connection to Manitoba through:
- the support of family members or friends;
- through previous education or work experience in the province; or
- through an Invitation to Apply received directly from the MPNP as part of a Strategic Recruitment Initiative.

- The highest-scoring qualified candidates with a connection to Manitoba are invited to submit an MPNP application.

2.0 Skilled Workers in Manitoba Stream
The MPNP for Skilled Workers in Manitoba nominates applicants who have a strong connection to our province through ongoing employment and sufficient skills, education and training, work experience and official language proficiency to make an immediate and ongoing contribution to the Manitoba economy and our community at large.

3.0 International Education Stream
Manitoba’s new International Education Stream is to provide faster pathways to nomination international students graduating in Manitoba.
- Career Employment Pathway
- Graduate Internship Pathway
- Student Entrepreneur Pathway
International graduates of universities and colleges in Manitoba can look to the Career Employment Pathway as their potential route to permanent residence. The Manitoba Graduate Internship Pathway provides nomination pathways for international graduates of a Master’s or Doctoral (PhD) study program who then complete an internship contributing to industry innovation in Manitoba. The Manitoba International Student Entrepreneur Pilot provides international students who have graduated in Manitoba the opportunity to pursue entrepreneurship in Manitoba.
Note: If you are an international student who graduated in another province of Canada, you will not be eligible under this stream but may be eligible under the renewed Skilled Worker in Manitoba Stream.
4.0 Business Investor Stream
The renewed Business Investor Stream (BIS) replaces the current PNP-B business immigration category. BIS allows Manitoba to recruit and nominate qualified business investors and entrepreneurs from around the world who have the intent and ability to start or purchase businesses in Manitoba.
Note: Applicants will no longer need to submit a deposit of $100,000 to the Manitoba government.
There are two pathways:
- The Entrepreneur Pathway for applicants seeking to open a business in Manitoba; and
- The Farm Investor Pathway for those intending to establish and operate a farm operation in rural Manitoba.
Entrepreneur Pathway
The Manitoba Entrepreneur Pathway stream is for investors and entrepreneurs who wish to purchase or start a business in Manitoba. Successful applicants to the Entrepreneur Pathway will receive a temporary work permit and sign a business performance agreement to purchase an existing business in the province or start a new business.
Farm Investor Pathway
The Manitoba Farm Investor Pathway provides a route to Canadian permanent residence for investors and entrepreneurs who wish to purchase or start a farming business in Manitoba.
Manitoba immigration draws
Many Manitoba Provincial Nominee Program streams operate on an Expression of Interest (EOI) basis, whereby potential applicants must first submit a form outlining their interest before potentially being invited to apply for immigration to Manitoba.
